Dear Readers,

Welcome to the issue #30 of A Voice for Nature and thank you, as always, for your continued support and interest in nature conservation across Eastern Europe and Central Asia. Your attention and engagement over the years have helped us grow a strong community, and we’re grateful to have you with us on this journey.

As 2025 unfolds, we’re already looking ahead to the IUCN World Conservation Congress, the central theme of our In Focus section. We’re excited to share how our region is preparing to contribute to this important global event - with a significant milestone being the finalisation of the RCF24ENCA report.

This issue also highlights the launch of several new projects, and proudly welcomes three new IUCN Members who bring fresh energy and commitment to our shared mission. We invite you to enjoy a special feature marking World Wetlands Day, where we take you on a journey through recent efforts by IUCN Members, Commissions, and the Secretariat to protect and restore wetlands across our region.

As always, we wrap up with the latest publications, media coverage, and upcoming opportunities to engage. We hope you find inspiration in these pages, and we thank all our contributors to this issue.

Enjoy the read,

IUCN ECARO Editorial

IUCN CONGRESS
RCF24ENCA report now available

Held in Bruges with over 400 participants, RCF24ENCA brought together IUCN Members, Commissions, and experts to address biodiversity loss, climate change, and social justice. The Forum laid the groundwork for a united, ambitious conservation vision in Europe, North and Central Asia. Outcomes from the discussions will feed into IUCN’s 20-year Vision and Programme, set for approval at the 2025 IUCN Congress.

IUCN extends its gratitude to the Government of Flanders, the City of Bruges, the IUCN Belgian Focal Point, local partners, and all participants for making RCF24ENCA a success.

Key issues selected

As the most democratic gathering of the international conservation community, the IUCN Congress has been instrumental in setting the global conservation agenda, representing the collective priorities of States, government agencies, NGOs and Indigenous people’s organisations. This year’s IUCN Congress will decide on a set of draft decisions, known as “motions”, that will trigger action on nature loss and other global challenges. 124 of these motions are announced, and IUCN Members will be invited to discuss them online starting next month.

Engaging youth in global conservation

The IUCN Youth Advisory Committee invites youth and young conservation leaders to a webinar on 25 April focused on youth engagement at the Global Youth Summit and IUCN Congress. The session will outline opportunities for youth participation in both events, share insights from the 2021 Marseille Congress, and introduce plans for a Youth Engagement Zone. IUCN continues to champion young voices at the heart of global conservation efforts.

Celebrating wetlands in Eastern Europe and Central Asia

Wetlands provide clean water, food security, jobs, and climate resilience - yet two-thirds of the world’s wetlands are degraded. How is IUCN in Eastern Europe and Central Asia leading the way? From restoring and protecting wetlands to educating and raising awareness, our members are working on the ground to tackle conservation challenges and ensure a sustainable future.

IUCN Mitigation Hierarchy in action

IUCN has conducted an assessment to support rural water supply planning in and around Albania’s Vjosa Wild River National Park. Using the Mitigation Hierarchy approach, the assessment helps guide infrastructure development while prioritising nature-positive outcomes. This structured method ensures impacts on biodiversity are first avoided, then minimised, restored, or offset-protecting the ecological integrity of Europe’s first Wild River National Park.

Results of the winter waterbirds census in North Macedonia

In January 2025, MES conducted its 16th waterbird census, counting 27,000 birds at Lake Ohrid, 10,000 at Lake Prespa, and 4,000 at Lake Dojran. While numbers improved at Prespa, Dojran saw a decline due to illegal hunting, which MES reported to authorities. This census, part of a global effort since 1967, provides vital data for wetland conservation, with MES participating as a national partner since 2010.

Uzbekistan embarks on a journey to protect its landscapes and secure food systems

Wheat production in Uzbekistan has surged by 700% in the past two decades, securing food supplies but also driving land degradation and biodiversity loss. To address this, Uzbekistan is partnering with IUCN and FAO to align agriculture with ecosystem health. In January 2025, Tashkent hosted an Induction Workshop on restoration and Nature-based Solutions, bringing together national experts under the FOLUR project to support sustainable land use and restoration efforts.

Tackling plastic pollution

A recent assessment under the BeMed project, with support from the Surfrider Foundation and local volunteers, reveals uneven waste distribution along Albania’s Shkumbin River. While Elbasan and Librazhd have waste collection systems, other areas face illegal dumping due to poor management. Plastic pollution threatens the river’s ecosystems, calling for urgent action. Local governments must enforce waste regulations, promote recycling, and reduce single-use plastics to protect the environment.

Human health is directly dependent on nature’s health

At the second Environmental policy forum organised by WWF-Adria last month in Belgrade, experts on public, human, animal, and nature health discussed how much we are all affected by climate change. Nevertheless, there is always hope - if we establish and maintain a systematic approach in at least our state, environmental, and health systems (as we do when crisis time comes), then the results will come - in ours and our planet’s health.

BirdLife Europe: Ban lead ammunition and fishing weights in Europe

The European Commission published a draft proposal to end lead poisoning in Europe. Lead is a preventable yet devastating threat to Europe’s wildlife. Each year, one million birds die, and 135 million more are at risk due to lead ammunition and fishing weights. Iconic species like Bearded Vultures, Bewick’s Swans, and Golden Eagles suffer severe effects. BirdLife Europe is currently running a campaign to support this ban and ensure a toxic-free future for all.

Site-level tool for identifying other effective area-based conservation measures (OECMs) now in Russian
Other effective area-based conservation measures (OECMs) are sites outside protected areas that deliver effective and long-term in situ conservation of biodiversity. This tool guides an assessor through three steps to apply eight criteria which determine if a site qualifies as an OECM as set out under the Convention on Biological Diversity. For sites which do not currently meet all the criteria, the tool serves to highlight areas where further information or improvements in governance and management are required.

An Assessment of the wildlife trade in Central Asia
This report provides a benchmark assessment of the wildlife trade - both legal and illegal - across Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan. It aims to identify common challenges and propose solutions to assist national agencies in managing and regulating legal wildlife trade while combating illegal trade in a coordinated manner.

The study includes an analysis of available wildlife trade data for these four countries, much of which is sourced from national government agencies fulfilling their obligations as Parties to CITES. In addition to focusing on animal and plant species listed in the CITES Appendices, the report also covers non-CITES listed species that are protected at the national level.
